Enable DOM Storage and isolate it to url bar domain

DOM storage is currently disabled in TBB. We should be isolating it to url bar domain. See mozIThirdPartyUtil and #5742 (closed) for useful APIs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
