Stop truncating sanitized web log files

Today I found that we're truncating sanitized web log files when merging new lines into them. Oops. Fix is in branch stop-truncating in my public webstats repository. Please merge into master and run "git pull" on stenodon.

We'll have to assume that all sanitized logs until today (or rather, until changes on stenodon are deployed) are broken. I can re-sanitize logs for metrics.tpo in a few days. We'll need to make new tarballs, and we need to include the newly sanitized files for August 1--9 in the August tarball.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
