Tor-Users "Who uses Tor?" dead link, 404

In the last paragraph (In fact, governments mandate anonymity in many cases themselves: police tip lines...) you include https://www.crimeline.co.za/default.asp I get a 404.
Removing /default.asp shows a website, but I don't know if that is where the link should go to.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
