Disabling rulesets does not stick in HTTPS Everywhere version 2.2.1

I've been trying to permanently disable some of the built in rulesets that are causing me issues (specifically the "Google Search" ruleset); but it seems as though you cannot permanently disable them. They do disable temporarily during the current session; but once Firefox is restarted, they are reenabled. There seems to be no pattern, as I just tried to disable every Google ruleset, then rebooted and all but one of them reenabled themselves. Then I rebooted again, and the one that didn't reeenable during the first reboot did reenable during the second reboot.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
