Bridge Testing: Active Scans

The following active scanners need to be developed:

1. ICMP8
2. TCP ACK
3. TCP SYN
4. TCP connect()
5. Vanilla TLS handshake
6. Tor TLS handshake
7. Full Tor connection

Much of each of these should be designed as generic protocol helpers in ooni-probe/ooni/protocols/.
