lookup and country parameters in Pyonionoo should not be case-sensitive

Pyonionoo shouldn't expect fingerprints to be upper-case. The specification wasn't clear there, so I just added that lookups are case-insensitive. Pyonionoo should accept lower-case, upper-case, and mixed-case fingerprints and treat them all the same.

The same applies to country codes which were specified to be lower-case. It doesn't make much sense to be restrictive there. We should simply ignore the case.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
