Bridget first bridge doesn't get tested
The SETCONF calls cause the Bridge line in the generated torrc to get rewritten, and the original Bridge line doesn't get tested. However, Tor won't use bridges without the UseBridge line (duh), and then won't bootstrap unless there is a pre-configured Bridge line as well.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
