Disable the rule for nifty.com, at lease by default

https://www.nifty.com => Redirect to http://www.nifty.com . If the ruleset for nifty.com is enabled, it causes infinite redirect. https://homepage.nifty.com => 403 Forbidden https://homepage[None..None](../compare/None...None).nifty.com/*/ => 404 Not Found

I'm using HTTPS-Everywhere 4.0development.1 (there was no choice in the "Version:" pulldown).
