Extend Pyonionoo to provide statistics on daily users

Our current code in metrics-web that estimates daily direct users is quite complex, despite making a few simplifications that might affect results. Our estimates of daily bridge users in metrics-web are highly inaccurate as found in #5807 (moved). We'll want to re-implement the two user-counting algorithms for direct and bridge users based on directory requests. The result will be more accurate daily user numbers. Pyonionoo, the data provider for the Atlas and Compass services, seems like a good platform for implementing daily user statistics, rather than extending metrics-web or starting a new codebase. Pyonionoo would provide statistics and pre-processed graph data via its JSON interface which Atlas and/or Compass could then query to visualize daily user numbers.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
