Use TOR_PT_STATE_LOCATION for temporary files if defined

flashproxy-reg-email writes a temporary file containing a TLS certificate, for the dumb technical reason that Python can only load such a certificate from a named file. If TOR_PT_STATE_LOCATION is defined, put all such temporary files in that directory.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
