Implement reporting to backend reporting system
Reports should be sent via the Tor Hidden Service to the backend reporting system.
This will be done via HTTP using the API that is described here: https://trac.torproject.org/projects/tor/wiki/doc/OONI/Backend.
In the first iteration we should only implement the POST and PUT methods that don't have test_helper parameters.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
