Design/implement technique for measuring/collecting inter-relay network latency

Inter-relay network statistics will be most useful in building accurate experimental network models. This could be a single ping cell sent between nodes and given high priority (so to avoid adding node latency).

Could it instead be inferred by any current protocol traffic?
