launch_tor_with_config should set __ReloadTorrcOnSIGHUP=0

launch_tor_with_config should set __ReloadTorrcOnSIGHUP to 0 on Tor's command line, so that Tor won't look for the config file that Stem deleted and crash if someone accidentally sends it a SIGHUP.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
