Pluggable transport overview links to http://*.iacr.org

https://www.torproject.org/docs/pluggable-transports.html.en

The entry for "Format-Transforming Encryption" links to http://eprint.iacr.org/2012/494 (which is correct)

There's HTTPS available. There's no certificate warning or anything that would prevent using it. (There's no rule for iacr.org in HTTPS-Everywhere, yet)

While I'm not concerned about this, I thought I better report this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
