Site's 'last updated' date is wrong

The "Last updated:" date on the bottom of 'https://stem.torproject.org/' shows December 14th. This is wrong - in checking the logs I can see that the site's been repeatedly published since then and it has content from those changes.

We should look into where this date comes from and fix it. It's likely cached results (doing a 'make clean; make html;' would probably do the trick) though if it requires a full rebuild to update the date then it might be better to just drop it from the site.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
