GitLab is used only for code review, issue tracking and project management. Canonical locations for source code are still https://gitweb.torproject.org/ https://git.torproject.org/ and git-rw.torproject.org.

Can .manifest files be included in the binaries?

Unless there is a reason for the .manifest files being separate files, how about including them in the binary?

Currently the bundle contains "flashproxy-xyz.exe" without version information. Each file has its corresponding .manifest file.

On Windows you can right click on a file and select "properties". There's a tab called "details". I assume the manifest information would go there.

If there's the reason for the .manifest files this ticket is INVALID.

(This defaults to David, although he might not be responsible)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
