Update Issues (re: Zipfile Download vs. Open)

Observed behavior:

• when clicking the download button, receive a warning about opening an external application.
• verify opening zipfiles is turned off preferences
• retry, and finally accept (having no alternative; right-click, copy url to new window, paste url shows same behavior)
• only after accepting this open warning does the expected "save as..." dialog appear

Expected behavior:

• if 'save' has been selected, no open warning should be displayed
