descriptor parser should be able to parse 'ntor-onion-key'

According to ticket #7867 (moved) when ntor-onion-key descriptor is added in the dir-spec the same has to be updated in the stem(stem.descriptor.server_descriptor.parse_file()) so that it parses this descriptor and doesn't cause failure in test_cached_descriptor
