Debian Packaging

Hi Dererk. Stem (the library I've been writing to replace TorCtl - https://stem.torproject.org/) will be having it initial release in March.

Would you be interested in packaging our library for Debian? If so then is there anything that I can do to help? As I recall you didn't end up needing arm's packaging metadata [1], though I'd be happy to make stem counterparts for those if it would help.
