Testing failures when run as root

Dererk reports that stem has testing failures when ran as root. This is because it removes read access from files to test permission related failures.

We should skip those tests when running as root since we can't revoke the read access.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
