Write spec for how ooni's pcap should capture only the test packets

At the Jan 2013 OONI meeting, several people mentioned plans for how to make sure the pcap files only include packets generated because of the test (i.e. not other user packets).

It seems that #6071 (closed) is the first go at this. It would be great to write up what exactly it does (and a little bit of why that's the right way to do it).

The first goal would be to describe what is done for the current tests, so when somebody uses the data from the current tests, they'll understand what they're getting.

The next goal would be to encourage the Bismark team to either use the same approach, or tell you a better approach and then both teams can (write it down and) switch to it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
