Payload scraper should be able to scrapes remotely

Currently ST can request payloads from remote server and use them for transmission. However, for the pre-computation step that involves computing the capacity of each individual payload, it needs direct access to the file system.

If this step also can be done remotely, e.g. using ftp connection, ST's can use much more diverse set of covers in a real world practical condition.

Also, the address of web server is hard coded as 127.0.0.1 which should be moved to the rc file.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
