Make a tarball for Debian that has all the non-system python things included?

The OONI install instructions include doing pip installs of all sorts of things. It suggests using python-virtualenv to generate a space where it can pip-install stuff without actually needing root. Those instructions failed for me on Debian wheezy (#7995 (closed)).

I wonder if more people would be able to try out ooni if we just had a tarball, with all the non-debian-packaged python things in it, and a start script that knew how to set the various env vars so that it can find the included python stuff?

This could be a stop-gap measure until we have all of the required python components packaged as debs.
