Don't require '=' padding in indirect URL registration
Indirect URL registration as in #7559 (closed) should allow you to omit the '=' padding at the end.
I'm thinking the best place to handle this is in fac.put_reg_base64.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
