Check goes down, TBB appears to be failing to work

Check failed again today and it caused issues for people.

TBB needs a local (as in in tor-browser_en-US/Data/ ) home page. We should not load up https://check.torproject.org as our home page on every start - it not only creates a predictable https/http fetch, it also fails badly and confuses users.

I propose a local page and that this local page has a single dynamic element, if any. I've made the most ghetto hack possible - I just put an image tag for check and put some text that says "If you see an onion above this text, your browser is configured to use Tor."

We need to somehow set this as the default home page and ideally, we'd do something more awesome than loading a raw image and using text. It would make more sense to ship both icons and then just see if we can fetch any resource over Tor.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
