Help nacl become more portable/distributable and/or help libsodium become faster

We should contribute some development effort to making it easier to cross-compile and distribute binaries from nacl. The "libsodium" effort here is interesting, but it achieves its results by dropping all the fast assembly implementations from nacl (with the intention of adding them later).

I'm putting this in the "Tor" component because Tor's the one that wants to use this stuff.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
