Support a config option to not autosubmit the .yamloo report

In certain situations, users might not want to automatically submit the .yamloo file to the hard-coded collector. For example, when developing new tests.

There should be a config option to do this; something like autosubmit_report: [true|false].

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
