Integrate coverage into runTests.py

A while back we investigated our test coverage (#7821 (closed)). We should have runTests.py output a coverage report when the user supplies a '--coverage' argument. A couple gotchas we should thing about...

  1. While investigating #7821 (closed) I found that coverage froze the test run. This might be from coverage being out of date or a stem bug that has since been fixed so just a potential hiccup to keep in mind.

  2. Does coverage work with python3? We should keep in mind how 'runRests.py --unit --python3 --coverage' will behave.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
