Not yet, but we're working on it. Most forum software is a disaster to maintain and keep secure, and at the same time too many of the Tor developers are spread too thin to be able to contribute enough to a forum.
I believe this is outdated.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
