arm shouldn't download stem
Now that stem is being packaged, there's no reason for arm to download stem. If it does, it should checkout a particular version of stem so that changes to stem's api in future versions don't cause arm to break.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
