0.2.4.12 TBBs lack a GeoIPFile in their torrc

Data/Tor/torrc says

GeoIPv6File ./Data/Tor/geoip6

but it does not say

GeoIPFile ./Data/Tor/geoip6

that means there are no red dots on the vidalia network map, and vidalia doesn't know what country relays are in.
