Authorities should describe their bwauth version in their votes
Right now, there's not a great way to tell which authorities have upgraded their bwauths, which creates trouble as in the case of #8688 (moved) . If we have future bwauth software report its version, and we have future Tor authorities check that version and report it in their networkstatus votes, then we'll not stumble into that situation again.
