terminfo is missing rxvt-unicode-256color

One user reported that when doing sudo -u debian-tor arm as suggested in the documentation, the command failed because their TERM variable contained rxvt-unicode-256color. The terminfo database might need an update.

They've work around the issue but manually specifying TERM=xterm.
