relay-search page uses gmt non-obviously

shows some stanzas where it's been up recently. But it isn't obvious whether there are any missing stanzas at the top. That is, you have to do a timezone conversion in your head to figure out if your relay is down.

Should we put a time-in-gmt towards the top? Or should we do something even more obvious, like add a "missing from the last 6 consensus documents" note?
