Create maintenance/sysadmin repo for BridgeDB deployments, maintainance, and sysadmin notes

Please see https://trac.torproject.org/projects/tor/ticket/9425#comment:2 for more of the reasoning behind this. Also, any input on item number 2 in the list in that comment would be very helpful.

Could one of the sysadmin team please, pretty please, create the following (wherever you would like to put it or name it):

repo projects/bridgedb-admin.git
     RW+      isis
     RW+      sysrqb
     R        @all

as well as RW+ permissions for any users within the bridgedb group who would like to continue to help with maintenance/deployment tasks of bridgedb on ponticum, and would also like to be able to change the ponticum-specific scripts and maintainer notes/sysadmin logs which will be stored in this repo.
