Updating localization strings for new TorCheck

I would like to update the translation strings for TorCheck. (Arlo's version)

To the base .pot file we need to add 

msgid "Are you using Tor?"
msgstr "Are you using Tor?"

msgid "This page is also available in the following languages:"
msgstr "This page is also available in the following languages:"

It would also be good to update the 'Your browser is configured...' string, is the process to just add a new string and use the updated english string as a new key? If so the following would be great I think.

msgid "Congratulations. <b>This</b> browser is configured to use Tor."

msgstr "Congratulations. <b>This</b> browser is configured to use Tor."

Finally, can we review the copy for https://check.torproject.org/cgi-bin/TorBulkExitList.py (which will soon be ported)? As it will probably have to go for translation in future also.

If there is a process to get this rolling, let me know and I will take the updates there. Either way we can use this ticket to review the exit list copy and determine if it will be translated.
