We need to write a script to automatically pull in all translations from Transifex, putting them into the right spot in the tree, and dealing with the case of incomplete translations that are either new or are newly missing particular strings. And updating the manifest file to assert the existence of the complete set of translations.

Then we can clarify that the Transifex translations are the authoritative source where all translation changes should be made, and that they should never be edited manually in our git tree.
