Clients that use microdescriptors don't emit descriptor-fetching bootstrap events

Now that I've fixed #9922 (moved) this bug became more apparent: when we use microdescriptors (which is the default), clients no longer emit any bootstrap messages between 45% ("I'm starting to fetch descriptors") and 80% ("I've got enough descriptors and now I'm going to try to connect to my guard relay").

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
