Create obfs-flash transport repo

Please create /pluggable-transports/obfs-flash.git.

dcf, infinity0, asn should have write access.

Description is "Combined obfs3-over-flashproxy transport".

We have been developing this in personal repos (mentioned in #7167 (moved)) and now feel the overall architecture is settled and is ready to show to other developers and testers.

Eventually we'll have a general PT composition framework that is being discussed in #9744 (moved) but that is still in the "ideas" stage and we'd like to publish this concrete software somewhere first. So I'll defer #9743 (moved) for now and just call this obfs-flash, and think up a name for the more general one later.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
