Remove fallback-consensus rule 

This rule has not been used since 4ead083d ("Do not ship a
fallback-consensus until the related bugs are fixed.") in 2008, and
fallback-consensus support was removed in f742b33d ("Drop
FallbackNetworkstatusFile; it never worked.").
