We disable the usage of MOZILLA_OFFICIAL again for Windows platforms as
Tor Browser is crashing otherwise. The underlying reason is likely the
same as in https://bugzilla.mozilla.org/show_bug.cgi?id=1470772.

This fixes a problem where some preferences had the wrong default value.
Also see bug 27472 where we made a similar fix for Android.

We now build with -DWIDL_EXPLICIT_AGGREGATE_RETURNS on Windows to fix
this issue; see https://bugzilla.mozilla.org/show_bug.cgi?id=1411401 for
more information.

Also enable rust for all builds.

The main change is the removal of the --enable-jemalloc=4 option which
was done with #22482.

Update the mozconfig files with the changes from the versions in
tor-browser.git. We are currently not using the mozconfig files from
tor-browser.git directly as we need to modify some of them.
