Avoid duplicating Windows CFLAGS and LDFLAGS. Instead, use the flags
defined in rbm.conf.

This also means we are now using -fstack-protector-strong instead of
-fstack-protector-all for building openssl.

We update the CFLAGS/LDFLAGS defined in rbm.conf to move
var/flag_mwindows at the end, because openssl's Configure script does
not like having an argument starting with a space.

Changelog update, versions bump

This reverts commit b8bae588, reversing
changes made to 42720c51.

It turns out this binutils update is causing non-reproducible outomces.
We need to investigate those further in #16472.

Fix the build of openssl and zlib for Windows 64.

Doing changes corresponding to #10369.

This will allow sharing more containers between components, where the
default list of packages is enough.

Install hardening-wrapper, since the compiler setup on Linux requires
it.

Use #!/bin/bash rather than #!/bin/sh in the build scripts since the
compiler setup use bash specific commands.
