Due to bug https://bugzilla.mozilla.org/show_bug.cgi?id=1392604 we disable
STL wrappers for now. For some reason only 64bit Windows builds are affected.
Thus we restrict the disabling only to them leaving all other targets
unaffected.

We update the location to get the .dll as well taking Mike out of the
browser loop.

Add the update_responses and incrementals makefile rules.

The update_responses script is identical to what we have in
tor-browser-bundle.git, however the config.yml file it is using is now
generated using the infos from rbm.
