add description of settings and telegram distribution mechanisms

https://bridges.torproject.org/info is missing a description of the new distribution mechanisms, and the metrics relay search points to it.

Not sure if we want to wait for !31 (merged) to get merged.

I think it would be better to add it now, and I can update the rewrite info page before it's merged.

• First paragraph needs to be updated - it still lists only old distributors
• In Settings section, circumvention is misspelled as "cicumvention"
• And I think, but cannot check, that bot's command is "/bridges" and not "\bridges".
