[Russia] built-in bridges and bridges obtained by email do not work in Tails

I've got multiple complains from the users from Russia that obfs4 brides obtained from the browser or by email do not work in Tails. The issue started with Tail TB 13.0.9 and continues now with TB 13.0.15.

Private bridges I shared do work but not in every case
