Use a more aggressive retry schedule for failed bridges

If bridgestrap finds that a bridge is reachable, yay, let's cache that answer for a while.

But if it's unreachable, we should try again sooner in case it gets fixed -- for example, in case the operator sees that it's down and changes things.
