phpmyadmin domain front triggers hetzner block in Russia

There are reports that in Russia visiting www.phpmyadmin.net does trigger a block of the entire hetzner network for some period of time. www.phpmyadmin.net is a domain front we use for moat and snowflake. The block doesn't affect www.phpmyadmin.net as is not hosted in hetzner but in CDN77, but it does block the access to many bridges.

Should we move to another domain front? any better ideas?
