[Kazakhstan] Censorship monitoring 2025

There are several events that make us think that internet censorship in Kazakhstan can become harder in 2025.

1. The KZ Government published blacklist of the websites blocked in KZ, and TPO website is in this list: https://www.gov.kz/memleket/entities/mam/report-internet-content?lang=en Formulation: Violation of norms of the Law of the Republic of Kazakhstan ‘On Communications’ (anonymisers, proxy servers like TOR, VPN servers, etc.).
2. Overall the list of blocked resources includes popular VPN services and independent media not only from Kazakhstan, but from neighboring states as well, among them

• Kloop.kg (Kyrgyzstan)
• fergana.media
• https://amnesty.org.ru/ And many more.

3. We get requests from users asking about circumvention settings or what should they do if the events of Bloody January (2022) will happen again.
