Supporting Resumable Upload for Raw Log Files

Currently, the raw log uploads are transferred in a non-resumeable transfer protocol. This limited the ability to upload the data from locations that have strong censorship or unstable network connection. This issue aimed at tracking the effort to add resumable upload support to the log collector, so that it would be possible to receive these data from location like China. The current plan is add tus client and server into log collector.
