Automate bridgeline update for snowflake

We are currently in need of a way to update snowflake bridge line in a automated way to avoid missing its update and result in failure in snowflake test.

1. We can at client side, receive this configuration from circumvention settings.
2. We can open a merge request automatically when certain file includes snowflake bridge line changes.
